The PM Fee Reimbursement Scheme 2024 will be introduced for five (5) years. An online portal, initiated by HEC, facilitates the application process for this scheme. Funding for the scheme will persist throughout the recipients’ academic programs. We are delighted to declare the initiation of the PM Fee Reimbursement Scheme, designed to support financially disadvantaged students enrolled in public universities and colleges. By directly covering tuition expenses, the Prime Minister’s fee reimbursement system in 2024 aims to motivate students from underdeveloped regions to pursue higher education. We highly encourage newly admitted students from less developed regions to enroll in this program, and the detailed steps for participation can be found on this page. A new practice has been initiated wherein meritorious students settle their tuition expenses in full directly to the universities during the admission process. Approximately 108,035 deserving students from underdeveloped areas are set to reap the benefits of the Prime Minister’s Fee Reimbursement Scheme.

The scheme was initially launched for five (5) years, commencing in FY 2012-13. A provision was made that students joining the scheme in the last year, i.e., FY 2016-17, will continue to receive funding until the completion of their academic program.

​​Financial Coverage of the Scheme:

  • Current tuition fees for Master’s, MS/MPhil, and PhD programs.
  • Compulsory charges, both recurring and non-recurring, encompassing Registration/Enrollment Fee, Admission Fee (applicable to new admissions exclusively), Examination Fee, Non-refundable Library Charges, Laboratory Charges, and Academic activities associated with research.
  • Payments for non-academic categories such as transport fees, hostel fees, sports fees, endowment fund contributions, equipment fees, health fees, or any refundable dues will not be covered.

Eligibility Criteria:

  • Students with a valid domicile or local certificate from the designated areas under the Scheme.
  • Students who are admitted based on merit into Master’s, MS/MPhil programs at public sector universities or affiliated government institutions selected by the HEC, situated within the geographical boundaries of their respective province/region/area.
  • Students enrolled in a Ph.D. program at public sector universities or affiliated government institutions selected by the HEC, anywhere across Pakistan.

Ineligibility Criteria:

  • Students who are not enrolled on a self-finance or part-time basis are eligible.
  • If the study period exceeds the approved duration outlined in the scheme, the student’s expenses will not be included in the scheme coverage.
  • They are not benefiting from any other scholarship provided by the Provincial Government, Foreign Donors, or any other HEC Program (e.g., Indigenous Program, USAID scholarship, etc.).
  • Any bachelor’s program or four-year bachelor’s program such as LLB, MBBS, BE, BBA, etc., will not be considered.
  • The program applies exclusively to degree-awarding institutions in the public sector that are recognized by the HEC.
  • Evening programs with a fee structure higher than that of the morning shift are not covered by the Scheme.
  • Students who have received financial benefits under the Scheme at the Masters/MPHIL/MS level and subsequently applied for a program at the same level in a different university or institution.
